Curation tiers

Every column is promoted tier-by-tier only by passing the deterministic gates. T0 Raw is untrusted ingest; T1 Validated cleared schema + completeness; T2 Curated cleared range + uniqueness and was reconciled; T3 Published is agent-serveable — only reached when the dataset-level publish gates (freshness, uniqueness, reconciliation) pass. A column that fails a gate never advances, and the agent can only serve answers from T2/T3.
